BarWin Consultants was founded in 1995 and has remained in the forefront of quality services and advanced state-of-the-art technology throughout its history of business, and continues to provide efficient well-managed design and surveying services to clients in both the public and private sectors. The firm utilizes a principal-in-charge system of management with direct involvement of the principals of the firm in every aspect of a project to ensure the highest quality of service possible to each client. John Windham, RPLS and Steve Bartlett, PE, RPLS act as the Principals-in-Charge and liaison for all project/client contacts. The principals and professional staff of BarWin Consultants offer years of combined experience on a complete variety of projects, requiring only minimal administrative supervision from their clientele. BarWin Consultants also provides full project management services including project planning, cost estimating, scheduling, coordination between clients and regulatory agencies, permit processing, construction administration and inspection. BarWin Consultants also offers complete boundary surveying capabilities including detailed topographic and mapping services, abstracting, parcel plats and ROW mapping in both AutoCAD and Micro Station formats. BarWin Consultants is well versed in the special procedures required when working with government agency administered grant and loan programs such as the Texas Community Development Block Grant, Clean Water and Drinking Water State Revolving Loan Funds, Texas Infrastructure Bank, and others.
